Spain is made up of 17 regional autonomous communities, each with its own parliamentary form of government. These autonomous communities are divided into 50 provinces, except for seven “uniprovincial” communities—Asturias, Balearic Islands, Cantabria, La Rioja, Madrid, Murcia, and Navarra—which are each composed of one province.

The provinces are further subdivided into of a collection of local-level municipalities. The municipalities are governed by a local government called an ayuntamiento, which is composed of an elected mayor (alcalde) and councilors on a board called a pleno.
